The right PSE pathway.

Compare intended use, ratings and construction with the regulated product definitions. Specified Electrical Appliances and Materials follow the diamond PSE pathway, while other covered categories use the circular PSE route. Products outside those definitions may still have other safety obligations, so keep the classification rationale on file.

• Assess power adapters and included accessories separately where needed.

Specified products require the applicable third-party conformity assessment by a registered body, alongside the operator’s other duties. Non-specified products follow technical conformity and inspection obligations without that same mandatory certification step. Neither route should be reduced to buying a logo or obtaining an unrelated overseas certificate.

• Document which PSE category applies to each model.

METI’s changes effective December 2025 brought certain direct overseas sellers within the product safety framework. Covered businesses need notification and a domestic administrator meeting the relevant conditions. Review the actual transaction chain before deciding whether the Japanese importer or the overseas direct seller carries the applicable responsibilities.

• Confirm operator names before creating artwork and submissions.

Compare available reports with the selected Japanese technical requirements and product construction. Pay attention to ratings, plugs, insulation, critical components and instructions. A practical comparison of the Japan model against existing export versions helps identify where common evidence can be reused and where additional assessment is needed.

• Freeze the Japan-specific bill of materials before formal review.

Organize the required inspection arrangements and records for the applicable category. Review the PSE mark with the other required identifiers and rating information, using the correct format. The product nameplate, report and operating instructions should all describe the same assessed construction and responsible business.

• Keep approved label artwork under version control.

Use a release process for component changes, new factories and alternative power supplies. Confirm whether a change affects the technical basis, certification scope or notification information. Monitor regulatory revisions and keep responsibilities clear between the manufacturer, importer, domestic administrator and other supply chain participants.

• Retain an explanation of every model-family difference.
