01 / THE BIG PICTURE

Understand the requirements.
See the opportunity.

TELEC, the Telecom Engineering Center, is a Japanese certification and testing organization. “TELEC certification” commonly describes radio conformity work conducted through that body. The regulatory requirements come from Japan’s Radio Act and applicable technical rules; TELEC is not the ministry that makes those rules.

The project should identify the required service before testing begins. Assessment of individual equipment and certification of a construction design serve different purposes. For a production model, the approved radio design, manufacturing controls and permitted configurations need to remain aligned from the test sample through commercial release.

02 / WHERE IT APPLIES

Different products.
A shared focus on compliance.

Start with your product’s intended use and category. Here are some of the applications covered in this service.

APPLICATION 01

Short-range wireless devices

Prepare Japan-specific Bluetooth, Wi-Fi or other applicable radio configurations.

APPLICATION 02

Embedded radio modules

Define antennas, firmware settings and supported host arrangements.

APPLICATION 03

Connected industrial equipment

Coordinate reliable samples, radio documentation and design change controls.

These are examples. The applicable route depends on your product specifications and target market.

03 / THE PATH FORWARD

From assessment
to your next market.

Move from the first assessment to a documented compliance plan, with clear responsibilities and evidence for your product.

01

Define the service

Confirm equipment scope and the suitable TELEC assessment pathway.

02

Prepare test configurations

Stabilize samples, modes, antenna data and operating instructions.

03

Support technical review

Submit controlled design evidence and resolve assessment questions.

04

Maintain the design

Review identification and future changes against certified coverage.

CHAPTER 01Define the radio productPrepare a complete inventory of transmitters, frequencies, channel widths, antennas and operating modes intended for Japan.…

Prepare a complete inventory of transmitters, frequencies, channel widths, antennas and operating modes intended for Japan. Include software-controlled restrictions and simultaneous transmissions. A concise configuration matrix gives the laboratory a reliable basis for test planning and helps prevent unsupported options from entering the commercial specification.

  • Identify radio modules and the final host configuration.
CHAPTER 02Select the appropriate serviceTELEC offers technical regulations conformity certification and construction design certification for relevant radio equipment.…

TELEC offers technical regulations conformity certification and construction design certification for relevant radio equipment. Confirm the service and equipment scope directly before applying. A production design assessment should be planned around the stable hardware and configuration, rather than a prototype expected to change substantially after testing.

  • Agree how variants and antenna options will be treated.
CHAPTER 03Make samples ready for measurementProvide suitable test modes, cables, software instructions and antenna information. Explain how laboratory settings relate to the…

Provide suitable test modes, cables, software instructions and antenna information. Explain how laboratory settings relate to the normal user configuration. A practical pre-test review should confirm that every requested mode can be exercised and that test access does not alter the characteristics being evaluated.

  • Record sample serial numbers, hardware revisions and firmware.
CHAPTER 04Build the construction fileOrganize circuit information, block diagrams, parts data, photographs and model relationships in a controlled technical package.…

Organize circuit information, block diagrams, parts data, photographs and model relationships in a controlled technical package. TELEC’s certification conditions address the evaluated equipment or construction design and the applicant’s obligations. Keep submitted design versions consistent so review questions can be answered against an identifiable baseline.

  • Document differences between engineering samples and saleable units.
CHAPTER 05Plan marking and continued conformityReview the applicable conformity identification and the conditions associated with the certification. A change in antenna design,…

Review the applicable conformity identification and the conditions associated with the certification. A change in antenna design, radio parameters or hardware should be assessed before release. Manufacturing instructions should preserve the certified design, including regional software settings and restrictions on user-accessible radio parameters.

  • Keep a change log linked to the certified configuration.
CHAPTER 06Check the complete Japanese routeRadio conformity is one part of market access. Equipment with public telecommunications network interfaces may also need a…

Radio conformity is one part of market access. Equipment with public telecommunications network interfaces may also need a separate terminal equipment assessment. Electrical safety and other product requirements should be checked alongside the radio work. Our planning separates these workstreams while keeping sample and document preparation coordinated.

  • Use a market matrix for radio, terminal and electrical requirements.

Requirements vary by product, intended use and market. Confirm the applicable standards and current regulatory route before proceeding.

05 / A LITTLE MORE CLARITY

Your questions.
Our starting points.

Practical answers to common questions about TELEC Certification.

01Is TELEC the Japanese radio regulator?

No. TELEC is a certification and testing organization; MIC oversees the relevant national regulatory framework.

02Must every Japanese radio certificate come from TELEC?

No. Other appropriately registered or recognized bodies can operate within their authorized scopes.

03Can one tested antenna be replaced freely?

No assumption should be made. Antenna changes can alter radio performance and the approved design scope.

04Does radio certification cover telecom network connection?

Not automatically. Check whether Telecommunications Business Act terminal requirements also apply to the equipment.
